Rule of Terror: Living under ISIS in Syria

This paper is based on first-hand victim and witness accounts describing the impact of ISIS’s rule on their lives. In addition, the report is informed by the publications, photographs and video footage distributed by the armed group. The material disseminated by ISIS actively promotes their abuses and crimes. This is in marked contrast to the Government of the Syrian Arab Republic and other belligerents who conceal evidence of their violations and abuses. While this paper addresses ISIS conduct, this should not obscure that other parties to the conflict continue to commit egregious violations against civilians and captured belligerents.
