Principles Governing Conventional Arms Transfers

Abstract: 
Adopted at the 49th Plenary Meeting of the Special Committee of the CSCE Forum for Security Co-operation in Vienna, Austria, where member states of the OSCE reaffirmed their commitment to the Charter of the United Nations and the Helsinki Final Act, the Charter of Paris, and other relevant CSCE Documents in order to establish international security and ensure that arms transferred do not violate treaty principles. In order to exercise due restraint in transferring conventional arms and related technology, member states committed to take into account the human rights, record of compliance, military circumstances, requirements, and domestic security needs of recipient countries. Member states promised to avoid transfers that would lead to violation of human rights, the threat of the national security of other states, prolonging an existing armed conflict, regional instability, repression, or terrorism. Additionally, member states committed to consider mutual assistance and information exchange to control transfers.
