Code of Conduct on Politico-Military Aspects of Security

Abstract: 
Adopted at the 91st Plenary Meeting of the Special committee of the CSCE Forum for Security Co-operation in Budapest, Hungary, where member states reaffirmed the need to encourage norms of responsible behavior in order to enhance security co-operation, recognizing the security among them is indivisibly linked. Member states declared respect for each other’s sovereignty and equality, individual and collective self-defense, and absence of support for acts of terrorism. States also vowed to implement good faith in arms control, tension mitigation, cessation of hostilities, democratic control of military forces, legislative approval of defense expenditures, recruitment of military personnel, all in consistent terms with international law and fundamental human rights.
