Astana Commemorative Declaration: Towards A Security Community

Abstract: 
Contains 13 points made by the 56 participating member states of the OSCE, who met in Astana, Kazakhstan in 2010, reaffirming the equal right of each state to security and neutrality and the principles of the Charter of the United Nations, the Helsinki Final Act, the Charter of Paris, and the Charter for European security. States that co-operation and respect for the security arrangements of other member states enable the entire Euro-Atlantic and Eurasian area to move towards lasting peace, unity, and democracy. Fundamental human rights are at the core of a comprehensive approach to security. Looks forward to updating the Vienna Document of 1999 in order to further establish conventional arms control and confidence. Terrorism, organized crime, illegal migration, weapons of mass destruction, cyber crime, and weapons, drugs, and human trafficking remain as challenges to regional security. Includes five interpretative statements by the delegations from the European Union, Canada, Moldova, Romania, and the Czech Republic.
