As the ICT sector is attempting to bridge the digital divide, develop third generation mobile systems, deploy broadband networks for greater accessibility, it is also experiencing a global financial crisis. Examines the effects of ICTs on the global market environment as ITU member states are privatizing market operators, establishing regulatory agencies, and allowing for competition in their telecommunications markets.
