Sovereign Discourse on Cyber Conflict Under International Law

Abstract: 
Examines the emerging field of cyber-law and conflict through the policy lens of international and comparative legal systems. Offers a broad analysis of the current global security challenges facing state actors in managing information technology and infrastructure. Also explains the benefits of maintaining a global perspective in determining future cyber legal policy in order to charter new policies that are in alignment with the international community. The author offers three main objectives in outlining his vision for developing an international legal framework to address cyber conflict. By analyzing the nature of the threat that cyber conflict poses in the international arena, and also studying how sovereign governments can work together, we can develop a dynamic contingency plan for managing cyber conflict.
