Lessons from ICANN: Is self-regulation of the Internet fundamentally flawed?

Abstract: 
Internet regulation has largely been established as both governmental and self-regulating. At the code level it is self regulating and at the content level, government regulated. Self-regulated by Internet Engineering Task Force (IETF); World Wide Web Consortium (W3C); and Internet Corporation for Assigned Names and Numbers (ICANN). Internet regulation does not fit exactly into political or legal aspects, which is why regulation is challenging.
