ITU WSIS Thematic Meeting on Countering Spam – Chairman’s Report

The three main objectives of this meeting were: recognizing the need for anti-spam measures through legislation, establishing a network of information resources for legislators and practitioners considering spam legislation, and developing a set of principles for anti-spam efforts. The approach had five layers: legislation, technical measures, industry partnerships (with Internet Service Providers, mobile carriers, and direct marketing associations), consumer and industry education, and international cooperation. Personal observations of Dr. Robert Horton, the acting chairman, are stated at the end of the report.
