Internet For All: Proceedings of the Third Internet Governance Forum

Abstract: 
The second publication documenting IGF proceedings as mandated by the Tunis Agenda for the Information Society. Contains transcript excerpts of all the main sessions, workshop reports, and records of the preparatory and stocktaking processes of the third annual IGF meeting in Hyderabad, India in 2008. The overall theme of the meeting was “Internet for All” and the first session, “Reaching the Next Billion”, stressed that the market must become inclusive before policy could support it. Discussions also concluded that Internet governance is two sided: technical in terms of standards and protocols and user-based in terms of e-commerce, e-governance, and e-education. Main themes included: the role of multilingualism in access, security, privacy, and openness in regards to child pornography and protection, the transition to IPv6 and governance architecture in managing critical Internet resources, and the implications of the 2008 global financial crisis and environmental challenges as emerging issues.
