International Cyber Diplomacy: Promoting Openness, Security and Prosperity in a Networked World

Abstract: 
Outlines Secretary of State Hillary Clinton's vision for promoting International cyber diplomacy. Advocates increased user openness to enhance cyber international relations efforts and open online economic market activities. Affirms the basic fundamental freedoms and privacies granted to citizens in the cyber domain and offers several approaches to understanding how to govern Internet-government structures and enforce the rule of law in the 21st century. A key goal of the agency in this context is to advance the technological means for worldwide communication. Under the leadership of Secretary Clinton, the State Department is working to integrate cyber-issues and human rights to promote the precept of global democracy.
