Abstract:
In this paper, it provides a background information on cyber war and cyber attack. It is followed by measures to prevent cyber attack with case studies of Estonia & NATO, Georgia and Russia, and Stuxnet. It discusses the application and effectiveness of the creation of international laws to those cases, and how can international law help decrease or prevent the cyber attack. It concludes with the necessity of cyber disarmament treaty in the prevention of global cyber attack. One of the key difficulties with the creation of cyber disarmament treaty is to quantify the damage caused by the cyber attack.
