Abstract:
Discusses cyber systems - commerce, healthcare, defense, energy, etc. - and how the United States is particularly vulnerable to cyber attack because of its extensive dependence on cyber systems. Explains vulnerabilities of cyber systems and the unilateral cyber deterrence methods. The United States calls for international cooperation. Traditional deterrence measures will not necessarily work for cyber attacks. Questions international cybersecurity agreements and how useful they are, especially if there are irreconcilable differences in policy.
