Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions: A Digital Agenda for Europe

Abstract: 
The Digital Agenda's main goal is to sustainably maximize the social and economic benefits of ICTs in order to improve the daily lives of Europeans. The seven most significant obstacles in achieving this goal are fragmented digital markets, lack of interoperability, cybercrime, lack of investment in networks, insufficient research and innovation efforts, lack of digital literacy and skills, and missed opportunities in addressing societal challenges. The Digital Agenda frames its actions around these seven issues, dividing responsibilities between the Commission and Member States and providing a table of legislative actions as an annex at the end.
