An Assessment of North Korean Cyber Threats

Abstract: 
Though the general population of North Korea does not have access to advanced information technologies, the North Korean government’s cyber capabilities have increased in recent years, targeting mainly South Korean agencies and structures, but also Chinese and Japanese, and other Southeast Asian countries’ systems. The author argues that the development of North Korea as a cyber threat and its use of cyber capabilities alongside military ones poses a security risk to American institutions, and encourages researchers and policy-makers to consider threat scenarios and potential responses.
