Abstract:
Launched in 1996 at the 22nd meeting of the Economic Commission for Africa’s (ECA) Conference of Ministers in order to speed the African continent’s entrance into the global information society. An action framework for building Africa’s information and communication infrastructure by tackling challenges in the following fields: job creation, health, education and research, culture, trade and commerce, tourism, food security, gender and development, and man-made crises and natural disasters. Provides an institutional framework through propose national programs, addresses the need for human resources within the information society, and recommends actions towards building both information resources and technological resources.
