Technology, Policy, Law, and Ethics Regarding Acquisition and Use of U.S. Cyberattack Capabilities

Abstract: 
While there is substantial literature on the potential impact a cyberattack would have on the US's societal infrastructure and how to defend against one, very little has been written about the use of cyberattack as an offensive instrument of US policy. This report then focuses on how the US intelligence community, domestic law enforcement, and even the private sector might use cyberattacks to their benefit while also considering the current legal and ethical limitations of such a cyber attack.
