GATS, Services: rules for growth and investment

Abstract: 
The General Agreement on Trade in Services GATS, negotiated during the Uruguay Round, is the first set of multilaterally-agreed on and legally-enforceable rules and disciplines ever negotiated to cover international trade in services. The agreement contains three elements: a framework of general rules and disciplines; annexes addressing special conditions relating to individual sectors; and national schedules of market access commitments.
