Establishing Cyber Warfare Doctrine

Abstract: 
Due to the proliferation of communication methods and information through advances in technology, societies and militaries are taking advantage of a robust information environment through network-centric systems. Because information is now stored and transferred in cyberspace, communication and information infrastructures have become high-priority military objectives during wartime. Explores the theoretical foundations of cyber warfare research, provides up-to-date analyses of its implications, and postulates the development of a “(national) cyber warfare doctrine (CWD)” and its components. Considers why information infrastructures are legitimate military targets in times of conflict by indentifying several historical events supporting its validity. Proposes a framework for acquiring a nation’s stakeholder buy-in for a CWD.
