Abstract:
Different use of terminology has been considered as an important impediment to international cooperation on cyber security. Drawing on a number of documents and articles in Russia, China, the US and UK, this paper compares and contrasts terms and concepts concerning cyberspace and cyber security in English, Russian and Chinese. It argues that it could be dangerous and counter-productive, if efforts are made to reach a consensus on cyber security without first establishing a baseline of common definitions.
