The Cap and Trade Success Story: Acid Rain

Abstract: 
This web page analyzes the causes and effects of the 1990 Clean Air Act, which included a cap-and-trade program for acid-rain related emissions. The significance of the program is that the actual trading prices for emissions were much lower than expected while the program was extremely successful. This initiative should provide a model for a carbon cap-and-trade program.
