Rebuild America's Community Partnership Handbook on Energy Efficiency

The purpose of this handbook is to guide individuals and local communities or regional groups through the process of becoming a partner in the Rebuild America program and to help one plan and implement the energy retrofit of local building stock. The handbook is organized into an eight-step process. Rebuild America harnesses the capabilities of existing institutions, organizations, and programs, and encourages the creation of new institutions that can substantially improve building energy efficiency and promote community and regional development.
