Abstract:
Water and soil are natural resources and they are public property of the State. In this report review the legal framework to the current system of State regulatory authority over resource use, abstraction, and protection from pollution. Responsibilities for water and land conservation/demand management under the Constitution are less clear, although under the same article it is stated that the State is responsible for the protection of ‘public property’ (taken in this report to include water and soil) and for citizens and other people to preserve them.
