Cybersecurity Treaties: A Skeptical View

Abstract: 
Explains why international cooperation is part of the cybersecurity problem. Reports lessons learned from the Cybercrime Convention. Cybersecurity challenges faced include: lack of mutual interest; United States' problems making concessions that would allow benefits gain; verification problems; calls for "narrower and softer forms of cooperation." Solutions include an international treaty that will set limits on what states are allowed to do in cyberspace, make required steps to ensure private organizations do not commit cyber crimes, encourage interstate cooperation, clarify definitions to prevent misinterpretation and misunderstanding, develop an international organization to facilitate cooperation and monitoring in cyberspace.
