Abstract:
Bilateral report on the vulnerabilities of Russian and American energy systems in respect to terrorism. Notes the 2003 US power blackout and similar Russian events in the context of considering the damage a terrorist attack on an energy grid or petroleum plant could cause and how to prevent one. Also considers the likelihood that such a terrorist attack could be cyber in nature, and attempts to fit cyber terrorism into the literature of more general terrorism and its root causes.
