Models of Internet Governance

Abstract: 
Discusses the governance of the technical infrastructure of the Internet through the Internet Engineering Task Force (IETF) and Internet Corporation for Assigned Names and Numbers (ICANN). Calls for broader regulation of the Internet's content and applications (eg. commerce, freedom of speech, child pornography and online gambling). Five models of governance include: cyberspace is self-governing and beyond government control; it should be governed by "transnational quasi-private coorporations" or treaty arrangement based international organizations; decisions should be made through communications protocol and software; regulated by national governments; and market regulation.
