Mapping the Cyber Policy Landscape: Indonesia

Abstract: 
This study looks to map the rapidly developing cyber policy in Indonesia as we see internet use within the country explode. The paper focuses on the relevant actors in the cyberspace, including the government, private actors, society, academia and the technical experts. In particular, the study aims to predict the cyber policy trajectory of Indonesia and how this trajectory will come to fruition. Additionally, the study looks at the role each actor will have on shaping this trajectory of the cyberspace and how the links between actors may shape decisions and policy prescriptions. Data to perform this analysis was gathered from existing data sources and through primary data gathering such as interviews of key actors. The secondary data collection was performed through published sources and government publications. In-depth interviews of individuals from each of the identified actor groups supplied the primary data used in the mapping of Indonesian cyber landscape. The data and analysis were synthesized to issue recommendations to the key actors to effectively manage the cyber landscape in Indonesia. Specific challenges for the future of the country's cyber space are identified in-depth, with a recommendation on which to prioritize. The study issues a set of future steps for the cyber landscape in Indonesia to ensure a positive trajectory: increase awareness, capacity building, and increase and maintain visibility.
