FM 3-38 Cyber Electromagnetic Activities

Abstract: 
A policy document on the US Army's doctrine regarding the use of cyberspace and the electromagnetic spectrum, referred to as Cyber Electromagnetic Activities (CEMA). The first doctrinal field manual published by the Army is concerned with the importance of information warfare activities (cyberspace, electronic warfare, and spectrum management) for the present and future warfare environment. The field manual defines the context and capabilities of cyberspace/CEMA operations with relation to its effect on the US military’s operational environment and the required organization of the army staff to execute this strategy. The role of the army commander is discussed regarding the conduct of these cyber electromagnetic activities. Includes specific tactics and procedures specific to each cyberspace, electronic warfare and spectrum management operations to be executed. The concluding chapters focus on how the CEMA activities relate to United States Department of Defense priorities in regards to information warfare and specific considerations for conducting operations with other partners in these environments.
