Cyber Security Without Cyber War

Abstract: 
The paper provides an overview on the question of which government agency should have primary responsibility for the Internet. It also discusses the application of international law on the use of force to Internet. It argues that international law concerns about economic activity and communications are relevant in this discussion. It suggests that the discussion should move away from Cold War deterrence and the military control in order to keep the Internet free and open. It is necessary to have cyber disarmament and a peaceful protection and maintenance of the Internet.
