Cyber Operations and the Jus Ad Bellum Revisited

Abstract: 
Discusses what constitutes a cyber "wrongful 'use of force'" violation. What is considered a cyber "threat to the peace, breach of peace or act of aggression" and how does the security council respond. What is a cyber armed attack and how does the victim state defend itself. Existing legal norms do not necessarily fit cyber attack into their framework. International law is lacking a cyber context.
