Carrot and Stick—A Novel Policy Experiment of Transboundary Watershed Protection in China

Abstract: 
A new policy based on a combination of'Polluter Pays Principle' and 'Beneficiary Pays Principle' was being experimenting in China in order to better control the water quality of Qiandao Lake. This new policy is designed to provide a better incentive for the upstream province to control the pollution and ensure the improvement of the water quality for the downstream province. This policy experiment is worth continuing attention.
