Synergies in National Implementation: The Rio Agreements

Abstract: 
This paper is based on a meeting of experts involved in implementing the Rio agreements that explored how to create "synergies" in national implementation of these international instruments. This is a central challenge for developing nations that must develop specific implementation mechanisms and fulfill obligations involving reporting, training, public education and other activities under the Rio agreements. The paper offers recommendations on how to produce synergy institutionally, in capacity building, in national planning, and in fulfilling reporting requirements.
