Key Features of Domestic Monitoring Systems under the Kyoto Protocol

Abstract: 
This report considers several monitoring systems that may be used to implement the Kyoto Protocol. The National inventory systems monitor greenhouse gas emissions and removals at the national level. Entity-level emissions monitoring systems and project level emissions monitoring systems allow entities to monitor and report GHG emissions or removals resulting from specific projects, such as joint implementation projects. Assigned amount tracking systems allow changes in a Party's assigned amount of GHG reductions to be tracked. The paper emphasizes the importance of having the best quality data possible, and it identifies key functions, processes and institutions to ensure high data quality.
