International Cyber Incidents: Legal Considerations

Abstract: 
Provides a definition of cyber security in the twenty-first century from both the angle of the national and international security viewpoint. Advocates for the development of a cyber security counter threat contingency plan that is supported under legal and governmental policy regulations. While some countries have not yet begun to flesh out a legal policy framework for containing this threat, others are working to fortify their legal cyber defense measures. Action is needed at the international level to clearly address this global threat. By forming international alliances and working with global organizations to formulate a global cyber defense plan, we can better secure our global future.
