EUROPE NEEDS A “SOCIAL CONTRACT” TO COMBAT CYBER ATTACKS

Abstract: 
Europe faces risk of cyber-assault and needs to develop defensive strategies for responding. The current EU Commission approach is outdated, it does not deal with the problems of cyber security as they exist today. Instead, dynamic, flexible models are required if Europe hopes to put into place a sustainable system for the future. Europe needs a social contract for a sustainable cyber security system that can effectively combat cyber attacks. This approach would have government providing economic in incentives to the private sector to increase their own security, which would provide large incentives for an enhancement of security on both the individual and societal level. Because this model would be open-ended, it could feasibly be sustainable not only for the near future, but in the far future as cyber security continues to evolve beyond what we can imagine today.
