Cyber Terrorism: A Clear and Present Danger, the Sum of All Fears, Breaking Point, or Patriot Games?

Abstract: 
The cyber threat that an attack is imminent may be over-exaggerated. There is a failure to distinguish between hacktivism, which is largely defacing and graffiti, and actual cyberterrorism. There is also a failure to distinguish between use of digital means for organizational purposes (communication, command, control)and the use of digital communications to commit acts of terror. This results in a gap between the presumed threat and cyber terror behaviors and what the literature insinuates as an imminent threat.
