Cyber Operations and the Jus in Bello: Key Issues

Abstract: 
Discusses jus in bello (international humanitarian law (IHL)) and the issues of IHL surrounding cyber conflict and operations. Examines "principle of distinction, direct participation by civilians in hostilities and classification of conflict." Does not discuss jus ad bellum. Though various case studies, it is clear that cyber operations are a part of modern warfare. NATO's Manual on the International Law of Cyber Warfare is a means of clarifying legal problems surrounding cyber warfare.
