Crowdsourcing cyber security: a property rights view of exclusion and theft on the information commons.

Abstract: 
The internet is increasingly more vital for even the simplest economic interactions. However, due to also increasing global threats, protection of cyberspace is becoming a more insistent priority. This article posits that the tragedy of the commons is a current problem cyberspace is facing and through bottom-up, organic rules and voluntary governance these detriments can be combatted. This article points to the Conficker Working Group as a strong representation of these necessary characteristics. The authors argue any measure which keeps consequences linked with personal actions is vital in any stem. And moreover communication among participants leads to better outcomes in the commons. They do amend this by stating the realization that even the most perfectly implemented identity and audit regimes may fail to provide perfect security solution, and urge policymakers to keep this in mind.
