Classification of Cyber Conflict

Abstract: 
Outlines a diverse range of cyber conflicts witnessed under the guidelines of international humanitarian law. Formally defines and historically examines such concepts as international armed conflict and non-international armed conflict. Provides a criterion for classifying a cyber operation as an ‘attack,’ or instead as an ‘organized’ effort. It also recommends considering the level of intensity of the conflict and the involved parties actions when categorizing a cyber act. Lastly, the author considers the asymmetrical threats posed by individual actors in this domain.
