Abstract:
Kokeileva Suomi (Experimental Finland) is a new department of social research and experimentation conceived from government initiatives to practice an experimental culture in Finland. To generate data-backed innovation to public policy, Kokeileva Suomi tests pilot programs on subsets of the citizen population. Projects include basic income, service voucher system, language diversity, and trials of a variety of local government services. The Finnish government has addressed the ethics involved in the new system and their goal of improving government efficiency with this new strategy for innovation and evidence-based design for social services and public policy.
